Role Overview – The Registrar is the Chief Administrative Officer of the University and plays a pivotal role in ensuring effective governance, statutory compliance, academic administration, and institutional operations. The position is responsible for maintaining the integrity of university records, facilitating coordination across academic and administrative functions, and supporting leadership in achieving strategic objectives.
Qualifications & Experience
- Master’s degree in a relevant discipline
- Minimum 15 years of experience in academic administration, with at least 5 years in a senior leadership role
- Experience in dealing with regulatory bodies and accreditation processes

- Prior experience in dealing with Haryana higher education department for matters pertaining to state private university compliance.

Key Responsibilities of the Registrar
1. Statutory Governance & Regulatory Compliance
- Ensure strict compliance with the UGC Act, 1956, applicable State Private University Acts, Statutes, Ordinances, Rules, and Regulations of the University.
- Serve as the Member Secretary (non-voting) to statutory authorities including the Governing Body/Board of Governors, Board of Management, Academic Council, and other committees as prescribed.
- Convene meetings of statutory bodies, issue notices, prepare agendas, record proceedings, and maintain minutes and action taken reports in accordance with statutory requirements.
- Ensure timely submission of mandatory disclosures, returns, and reports to regulatory bodies including UGC and other authorities.
- Facilitate institutional accreditation, ranking, and regulatory processes including NAAC, NBA, NIRF, UGC B-22 and other statutory assessments.
- Act as a nodal officer for State Govt, UGC and other government bodies.
2. Custodian of University Records & Seal
- Act as the official custodian of all University records, proceedings, and the common seal of the University.
- Ensure secure maintenance, retrieval, and archiving of records in compliance with statutory and audit requirements.
- Authenticate official records, degrees, transcripts, and statutory documents on behalf of the University.
3. Administration & Establishment Matters
- Exercise administrative control over non-academic staff and supervise all administrative departments of the University.
- Act as the competent authority for leave, service records, and establishment matters of non-teaching employees, as per University rules.
- Ensure implementation of approved HR policies, service conditions, and disciplinary procedures in line with statutory provisions.
4. Academic Administration & Regulatory Support
- Maintain and preserve academic records, regulations, curricula documentation, and proceedings of academic bodies.
- Support the Academic Council and related bodies in the formulation and implementation of academic policies in compliance with UGC regulations.
- Ensure adherence to regulations relating to admissions, examinations, and award of degrees as prescribed by statutory authorities.
5. Student Records, Services & Certification
- Ensure accurate, confidential, and secure maintenance of student lifecycle records.
- Ensure proper documentation and audit trails for all student-related records.
6. Legal & Statutory Matters
- Coordinate with legal counsel on all institutional legal matters, including litigation, compliance, and documentation.
- Execute, verify, and authenticate contracts, agreements, MoUs, affidavits, and statutory declarations on behalf of the University as authorized.
- Represent the University before government authorities and external agencies as authorized.
7. Student Affairs, Discipline & Statutory Compliance
- Oversee student discipline and ensure implementation of statutory provisions including anti-ragging regulations, grievance redressal mechanisms, and student welfare guidelines issued by UGC and other authorities.
- Ensure establishment and effective functioning of statutory committees (e.g., Anti-Ragging Committee, Grievance Redressal Committee, ICC).
8. Institutional Communication & Statutory Disclosures
- Issue official notifications, circulars, and statutory communications on behalf of the University.
- Ensure accuracy, consistency, and compliance in public disclosures.
9. Additional Statutory Functions
- Perform such duties as may be assigned by the Vice-Chancellor or prescribed under the Act, Statutes, and Ordinances of the University.
- Assist the Vice-Chancellor in ensuring effective governance, regulatory compliance, and administration of the University.
This role is critical to ensuring the smooth, compliant, and efficient functioning of the University’s academic and administrative ecosystem.
