We are searching for an experienced INOVASI 3 – Educational Leadership Consultant at our Indonesia facility.
Background Of The Project
Indonesia’s Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasises the urgency of Indonesia’s human resource development to fully realise 2045 goals.
Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia’s 2045 goals. Government of Indonesia (GoI) has started an ambitious program of education reforms. Successive education ministers have set out to modernise the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.
Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.
This third phase of INOVASI (2024-2027) builds upon the existing program’s approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia’s development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels and use the well attested-success of INOVASI’s local problem-based approach to continuously support policy development for effective fit between policy and implementation context.
INOVASI Phase 3 is implemented in 25 districts and cities across Indonesia, in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java, and Maluku. The program also works in Ibu Kota Nusantara (IKN)
The Program is managed by Palladium on behalf of the Government of Australia through the Department of Foreign Affairs and Trade (DFAT).
Purpose Of The Position
INOVASI Phase 3 places strong emphasis on strengthening foundational skills while embedding principles of inclusion, equity, and responsiveness to diverse learner needs. Experience from previous program activities highlights that while schools may increasingly identify students with potential functional learning difficulties, teachers often lack practical tools, strategies, and guidance to translate assessment results into meaningful instructional support.
Within this context, INOVASI seeks to strengthen inclusive literacy practices by supporting education actors to use more accurate and accommodative assessment approaches, and to provide targeted, practical literacy support aligned with students’ reading levels and learning needs. This work contributes directly to teaching quality improvement, inclusive education, GEDSI priorities, and the broader goal of ensuring that no child is excluded from learning opportunities.
Under the technical direction of the Educational Leadership Specialist, the Educational Leadership Consultant will provide applied technical support to strengthen the implementation, refinement, and learning of educational leadership practices within INOVASI Phase 3 areas.
The Consultant’s primary role is to support the translation of educational leadership strategies, frameworks, and priority programs into practical tools, approaches, and practices that can be applied by school principals, supervisors, facilitators, district education stakeholders, and partner institutions.
The position is intentionally focused on hands‑on, field‑based support, including testing, adapting, and improving leadership practices that contribute to improved school culture, inclusive learning environments, and strengthened foundational skills outcomes.
Duties: Under the direction of the Educational Leadership Specialist, the Educational Leadership Consultant will:
- Provide Applied Technical Support to Educational Leadership Implementation
- Support districts, schools, facilitators, and supervisors to apply effective educational leadership practices that strengthen school culture and support improved foundational skills attainment.
- Provide mentoring and accompaniment to principals, supervisors, and other education leaders in real school and district contexts.
- Develop, Adapt, and Test Practical Tools and Resources
- Develop, adapt, review, and refine practical tools, guidelines, modules, and facilitation resources that support educational leadership development.
- Pilot and test leadership tools and approaches in implementation settings and document usability, challenges, and recommendations for improvement.
- Support Program Design Under Specialist Direction
- Contribute technical inputs to educational leadership concepts, tools, and approaches as requested and validated by the Educational Leadership Specialist.
- Support refinement of leadership approaches that align school‑level practices with district and ecosystem‑level strategies.
- Support Field‑Level Monitoring, Learning, and Reflection
- Contribute to field‑level monitoring and learning by gathering implementation insights, case examples, and practice‑based evidence.
- Document lessons learned and implementation feedback to inform adaptive program improvement.
- Provide technical inputs to MEL activities focused on field evidence and practical learning, in coordination with the Educational Leadership Specialist and the Performance and Learning team.
- Strengthen Capacity of Education Ecosystem Actors
- Support capacity‑strengthening processes for facilitators, supervisors, principals, and district stakeholders using adult learning and reflective practice approaches.
- Promote inclusive, gender‑responsive, and disability‑inclusive leadership practices in all technical support activities.
- Other Duties
- Undertake other education program tasks related to educational leadership implementation, as reasonably requested by the Educational Leadership Specialist or School Ecosystem Development Manager.
Duration Of The Contract/Timeline
The duration of the contract is 12 months with maximum 180 of billable workdays, with a possible of extension subject to satisfactory performance assessment.
Qualifications And Experience
The Educational Leadership Consultant will possess the following qualifications and experience:
- Minimum educational qualification of a bachelor degree with 5 years working experience in development context.
- Strong technical understanding of educational leadership, school improvement, and leadership practices that support teaching quality and inclusive learning.
- Demonstrated experience supporting or implementing leadership development initiatives for principals, supervisors, or education leaders.
- Experience developing or adapting practical tools, training materials, or facilitation resources for education actors.
- Proven ability to facilitate adult learning, mentoring, and reflective capacity‑strengthening processes.
- Experience contributing to applied monitoring, learning, or education program documentation.
- Strong communication, analytical, and writing skills.
- Familiarity with GEDSI principles and inclusive education is highly desirable.
- Teaching, school leadership, or system‑level education experience is an advantage.
